Recommended hole sizes are starting points for FDM printed parts, sized so the knurling gets a solid bite without over-stressing the surrounding plastic. Printed holes often come out slightly undersized, so do a quick test fit and adjust in 0.1 mm steps to suit your printer and material. Model the hole at least 1 mm deeper than the insert length so displaced plastic has somewhere to go, and a small chamfer on the opening helps the insert start straight.
